I suggest you ...

Keep under construction pages out of the what's new page.

How about if the first time and only the first time a page moves from under construction to not under construction it goes on the what's new page and gets the current date.

        Not sure if it is what people expect Matt. I think they think more about something like a "publish" button once it is all ready.
        Lately again I published a peak, and before it was finished I get some bad votes and comments telling the page was poor.
        Would be good to have the possibility that a complete page appears in what's new once it is finished not when it is started.

        Might not be a bad idea, especially for those who have to deal with ISP "bottlenecks".
