Give page owners the ability to share power points with admins and editors on a page. And display the editors too.

Owners can share a page more equitably by splitting power points with admins and editors. Probably needs a mechanism for the latter to verify what has been done and be notified if it changes.

        Often admins and editors do some important works to remake or update a page (while the owner maybe doesn't work at all) and both of them don't get any power points. Only the owner gets the increasing points coming from the updates on the page and sometimes also the thanks. I think this is not fair and could be a reason to keep someone who has the correct knowledges to update a page back from doing that.

        Admins current do not get any power points, and they did not under the previous system either. Bob Sihler tested it two weeks ago before we went to v3.

        Admins do not get their share ? At least with the previous system of points I'm sure they did.
